Neither is the largest Dinosaur. That distinction goes to the giant sauropods, Brachiosaurus, Giraffatitan, Paralititan, Argentinosaurus and Amphicoelias. These were all herbivores. The largest Carnivore was Spinosaurus.
Of the two you mention, Tyrannosaurus rex is much larger than the largest known Dromaeosaurids (Utahraptor and Achillobator). The term raptor is often used synonymously with Dromaeosaurid (which is more accurate). However, there are many other coelurosaurian dinosaurs that use the term raptor, so this may confuse the term. An example of such a genus is Oviraptor, which isn't a dromaeosaurid (or the more general group, Deinonychosaur) at all. Among the Oviraptorsaurs is another giant called Gigantoraptor, which is almost as tall and long as a Tyrannosaur but far more lightly built, and thus less massive.
