I can say with certainty, that once in my city burning "Fall " leaves was a regular practice in order to "get rid of them".
The city I live in now forbids the burning of leaves anywhere in that they pollute the air. They also are fire hazards, and also can injure both adults and children.
The city makes arrangements to dispose of leaves by the Dept. of Sanitation.
This issue would be governed by local city ordinances and state law. Most jurisdictions do not allow open burning pursuant to air pollution concerns and risk of fire. Others allow burning by permit. Still others do not allow burning of refuse at all. You need to check the law in your particular jurisdiction.
The legality of burning leaves in your yard varies by location. It is important to check with your local municipality or fire department to understand the rules and regulations governing leaf burning in your area. Some places may have restrictions or bans on open burning to prevent air pollution and protect public health.

You shouldn't burn fallen leaves because they can set other flammable things on fire, causing a deadly fire.

It is a chemical change anytime you burn something it will most likely be chemical change because something new comes out, for example when you burn the leaves you will get ash which is something the leaves did not have before! your welcome!:)
No burn day is a day (not a holiday) where people are not allowed to burn objects that will release carbon dioxide into the atmosphere. Basically, no fires.
