There is no such thing as a "toy" chihuahua - they are all considered one size. Please do some research on the breed.
Any dog younger than 6 weeks should still be nursing from it's mother. If you have a pet younger than that, please contact a vet. Pet supply stores have replacment milke products for pets that are not yet weaned.
In an emergency, you can feed watered down canned food and kibble softened with water. Or make up some boiled chicken and rice.
