There are Four Noble Truths that are key to Buddhist belief. Your question happens to concern the first; that "all life is suffering". This means that, if one is to live, one cannot go through life without experiencing some sort of distress to the body, mind, or spirit. Basically, Buddhists believe for that reason that to live is, essentially, to suffer.

If I'm interpreting your question correctly, Buddhists do not believe people suffer for anything but themselves, since they believe that karma is the main force that determines one's circumstances; ie., you create your own suffering. Combine this with the Buddhist belief in reincarnation and past lives, and it's impossible to live a karmic-repercussion free life.

So according to Buddhist belief, people because we cause the reasons for suffering ourselves with our actions.
