Because they are not mature enough to set there identity to the girl they like. They try to make a balance. I mean they dont wanna hurt the girl they like, at the same time they want to test the girl time to time. testing here means that they knows that girl like them and they may be rude or mean to the girl but girl is so attached to the boy that she will not leave them . This is the only mentality that boy have.
