Generally its because it will because it allergic to something, or the often have a zinc or omega 3 & 6 deficiency, suppliments would sort it out. My bullie's skin turns pink because he is allergic to fleas and wheat. Bullterriers are known to have bad skin allergies. I would advise you to take it to the vet to find out what he's allergic to or lacking.

Try encourageing him with treats and try and get him used to wearing it inside gradully build up the length of time he wears it until he forgets he is wearing it. Once he is used to it and sees it as a good thing he will see it as a lead/walk/going out. Anything new is always strange and bullterriers can be so stubborn, good luck
