In the book Eragon, the only dragons mentioned were Shruikandor (Galbatorix's dragon) and Saphira (Eragon's dragon). However, if that doesn't answer your question and you're really asking why Christopher Paolini wrote 3 dragons into the Inheritance series, then that's a pretty dumb question...
