The existing bottom branches have likely died long ago. To check, start trimming from the outside edge of each branch until you reach green growth inside. If any "suckers" appear on the trunk, allow them to grow. Fertilize the tree this year (I hired a professional to give mine a good feeding) and water deeply during the summer.
