Of course it should. This gives parents and children the benefit of the non-school days preceding and following labor day and memorial day resp. Many people plan their vacations to fall on a holiday so they can get the extra time off of work and take a longer vacation. If you want to spend a week at the lake or Disney land, it would be much better to be able to do it when you only have to take 4 days of vacation and a holiday, rather than 5 vacation days. If the school year is too short, then move labor day back and memorial day forward.
