The congressional staffs do secretarial work for the Congressmen. They handle public relations, read and answer the mail, read the newspapers and try to sniff out public opinion. They give advice on how to stay in office. They actually read some of the bills that come up for a vote and summarize them for the congressman. They plan his campaigns, make appointments for him, get him invited to meetings and parties, arrange his travel and tell him what to say in his speeches.
