when the police say ASN, it means Arrest,Summons,Number.
I asked a friend, who is a police officer, this very question once. He explained that it is just a way to say that someone was caught--like grabbing someone by the collar.

you will need to contact the police they will do the rest of the work . but before that you need to give storng evdince to say did they did it and prove. if their a witness it would help

A warrant is an order for an arrest issued by the court. But many arrests do not need a warrant.
