Mainly, animals have better ears than humans so they are able to hear thunder and rain much before we do. Also, with some animals, like dogs, their since they have so much hair, they can sense a change in humidity a while before humans. That said, animals can only predict storms and things like that, they can't predict if you are going to be shot.
