They didn't have it. Early Celtic peoples had a celebration on the 31st when they thought the veil between the worlds was thin. They would build a big bonfire of many woods, paint their bodies blue, and jump through the flames. They thought it would protect them and bring them luck. Our Halloween comes to us from the European colonist, but it wasn't until the 1950' s that what we do today began to happen.

They didn't. In fact the Romans probably never heard of it unless it was mentioned by some soldier stationed in the far north. Halloween has its roots in an ancient Celtic festival called Samhain. However the Romans did have a festival called Saturnalia which was a complete, crazy, turnabout time when some dressed up in oddball clothing, disguised their faces and played tricks on one another.
In the ancient traditions that Halloween is rooted in, people handed out treats and such to visitors who came around so that they would be looked after, and stop evil spirits from coming to the house and harassing them.
Halloween and its traditions originated from the Pagans of England, before the apparent birth of Christ. The Romans seem to get a lot of credit for Halloween, but the truth, as discovered by modern historians, is that the Romans stole the ideas from the English Pagans - before killing them. However the idea of witches came much later around 45AD from Germany.
