Should be under steering wheel. Use a screwdriver to undo the panel
In the fuse box...it will be labeled panel, or cluster , if the fuse is okies its the light switch.What if it is only half of the lights on the instrument panel that are out? Just the cold/hot dial and 5 buttons?

This is a complicated procedure. It is best left to the professionals so take the vehicle in to your local mechanic.
Passenger side. Outer wall kick panel where the passenger feet are. Remove panel. You should have 2 or 3 relays. Mine was the middle one.
In the discovery the fuse panels are behind the panel in front of the drivers right knee (RHD) and under the bonnet above the drivers wheel. In the Range Rover the fuse panels are under the drivers seat (RHD) and under the bonnet above the drivers wheel.
The buttons on the lower left corner of the instrument panel adjust the brightness of the display in five steps; push the + or - buttons. The settings are independent for when the headlight switch is on and off.
With lots of spanners and a crane. Best if you take a disc cutter to the front slam panel otherwise it gets in the way :-)
you take apart the dash and get to the instrument panel. then you take the instrument panel out and on the back of the panel you'll will see the lights
Remove the instrument panel cover. Remove the instrument panel retaining screws. Remove the wiring harness from the gauges. The instrument panel will come out.
In RHD models there is 1 behind battery under engine bay and 1 in the panel in front of the drivers knee, turn the two locks on this panel 90deg and panel should fold down to reveal fuses.
