If the question is about the two settings counter-clockwise from the off (vertical) position, those are for parking lights. If you park on a very dark street, you can turn on the parking lights only on the left side or the right side (hence the two settings) and leave it on so that the side facing the road is lighted. This is to avoid someone running into the car in the dark. Used mostly in Europe. In the US, they serve to provide business to the emergency road service people who have to come and give a jump start as people overshoot while turning off the lights and leave these parking lights on until the battery is drained.
