You can choose to reply in any way you wish. You could say that yes, you are new, but you're enjoying it.
If you follow someone , you receive their updates. however, if they choose to follow you as well, then they will see your updates.
No there is no way of knowing who has viewed your page.
If someone has blocked you on Twitter, you'll be able to send tweets to them, but it won't appear in their mentions. The only way they'd be able to see it if is they unblocked you to see it. They will be able to tweet you as normal, but they won't see what you tweet them.
