Usually you cannot refill a pen unless it is the special type of pen that can be refilled, if you have that kind of pen, then you can refill it for free at Staples.

Biro/ball point pens are not refillable they have replacements. They type you refer to is a standard fountain pen. These come in 2 formats.
1. One has a pump action tube inside which requires the user to squeeze the pens internal diaphragm with the nib of the pen in an ink bottle. When released this cause's the ink to be sucked in to the tube . The outer cover is replaced and you can write.
2. Some have a replacement ink cartridge. This is like s small tube filled with ink of choice and when placed in to the pen the cartridge is forced down on to the top of the nib thus allowing the ink to flow and the user to write
