As a whole, a cat's front leg is described as just that! Cats, just like humans, have several joints and bones which, mostly have the same name, such as the Shoulder, Shoulder Blades and Wrists. Front legs are also called Forelegs, and some owners will even describe them as 'arms'.

I assume the "thing" is referring to a cat's dew claw, which is found on the inside of the front leg and higher up from the other toes, nearer the wrist joint (much like a human thumb). The dew claw is indeed a toe and is used for gripping while climbing or holding prey and other objects.
