We use those "call signs" for military security reasons; the enemy is always listening.

You wouldn't. You'd call yourself an officer of whatever Chief Directorate of the KGB you worked for. How you'd translate that I have no idea--if you don't know Cyrillic you can't even use Babelfish, though it has an English-Russian translator--but that's the phrase you'd use.

Attention on Deck is called for on the arrival of the Commanding Officer. It is also used for any Flag grade officer, which is Captain or Above. The first person to spot the arrival calls the room to attention.
The main thing that needs to happen is to have the Marine reported to his or her commanding officer. If you have no idea who that is or know how to report to his commanding officer it would be good to call the base where the Marine is assigned. The military police can handle the matter. If you cannot reach the base MP or the General in charge of the base then call the police. They can handle the matter with the Marines.
