What do you call a person who never goes through puberty or starts puberty and never comes out of it A boy gets a little hair but his voice does not deepen he doesnt devlop physical traits etc.?

If the person in question is between the ages of 10-21 it is most likely a case of delayed puberty which will resume and complete in due course. In the worst case, if the boy has reached completion in hair growth but no or few other physical symptoms have developed, it could be a testicular abnormality.
If however the person in question is a mature adult who has not gone through puberty at all, he is probably suffering from a hypogonadism. The most likely candidate forthis is Kallmann syndrome, a decreased functioning of the glands that produce sex hormones which can cause puberty to fail. It is, however, quite rare. Kallmann syndrome occurs at a rate of only 1 in 10,000 male births and just 1 in 50,000 female births.
In either case, the best thing to do would be to consult your doctor.Yeah!
