I know a man with four fingers on each hand and four toes on each foot. Very interesting guy too. He said that less than .2 percent of people worldwide have his condition and that it runs in his mother's side of the family...

No, a human has 10 fingers, 5 on each hand. But some people are born which a weird abnormalities. During these abnormalities a person can have less fingers than average OR more fingers than average.

Yes they have. The condition is known as Polydactyly and occurs in around 1 in 500 births per year worldwide. It is a genetic condition caused by a mutation of the LMBR1 gene.
