A fault line, or plate boundary.
What you call a pull apart rift zone is what is called a divergent boundary. Most divergent zones are located under water and are a zone where new oceanic crust is born. One location where a divergent zone can be seen on land can be found in Iceland.
The theory of plate tectonics explains that mountains form when two tectonic plates collide. This collision causes one plate to be forced beneath the other, creating intense pressure and causing the Earth's crust to buckle and fold, forming mountains. This process is known as convergent plate boundary.

Transform boundary
At the region between the two plates, called a transform boundary, pent-up energy builds in the rock. A fault line, a break in the Earth's crust where blocks of crust are moving in different directions, will form. Most, though not all, earthquakes happen along transform boundary fault lines.

Such volcanoes are hot spot volcanoes.

That happens at a divergent plate boundary
A tectonic plate could be described as a huge block of Earth's crust. For more information, please see the related link.
When two plates move away from each other it is called a divergent plate boundary because they are dividing.
