In the USA, the flat, square area that separates a section of stairs is called a "landing".
However, if the flat area is at the bottom of stairs outside, it may be a small (or large) patio.

In order to lay out a stairway, one must first calculate the vertical distance from landing to landing* (rise). Then you must calculate the horizontal distance to be traveled to ascend the given rise (run). A stairway may have differing numbers of steps, but 13 is quite common. So to calculate the rise and run of each step, you would divide the total rise and run by 13. However there are building codes, which differ from region to region, that dictate the limits of each step. These codes are established primarily for safety concerns. The vertical section of each step, called a riser, does not usually exceed 7-8 inches. This is to accommodate the natural motion and capabilities of a human. The horizontal section of each step, called a tread, is usually at least 9-10" inches deep. This is to account for the size of the average human foot. * A landing is the level section at the beginning of a stairway, before the bottom step; and also the section at the top of each stairway, above and after the top step. Landings themselves also have codes, and are usually around 3 ft. x 3 ft. in an average residence. The laying out of a stairway can be a very complicated job and is usually left to an architect. Ghat has only one meaning, it is a stairway leading down to a landing on the water in India. It is used by bathers. I disagree that Ghat has only one meaning. Ghat can mean A descending path or stairway to a river, a mountain pass or it could reference either the Western or Eastern Ghats (mountain ranges) in India.
