When someone poses as someone else we call that impersonation. It can also be called identity theft.
A person who verifies information is typically called a fact-checker or a verifier. They are responsible for confirming the accuracy and validity of information before it is shared or published.
In general, it is not a crime to give a false identity on the telephone, by itself. However, if you give a false identity in order to trick someone into giving you money, for example, that would be a crime.
Notify the credit card company and the credit bureaus and the police immediately. Someone is attempting steal your identity. The District Attorney for your county will have an identity theft unit that is there just for these things, call them.

Ummm. No. The only exception i can think of is if they stole your identity. Anything else is a civil matter
"Who art thou" is an old-fashioned way of asking someone to identify themselves or to explain who they are. It is a poetic and formal way of inquiring about someone's identity or purpose.
This is illegal. It is referred to as Identity Deception, and it is a Class D Felony.
A Germanophile is someone who loves all things German. A similar identity would be a francophile, an anglophile, et cetera.
The verb form of identity is identify. As in "to identify something or someone".
They can list you as a driver but they should not be able to. If you feel you have been a victim of identity theft, I would call an authority in that matter.
