The Fédération du Scoutisme Français (Federation of French Scouting) is the national member of the World Organisation of the Scout Movement, which to most people would make it the organization that is the most "official" and the closest equivalent to the BSA. It is divided into 5 associations. There is also the Conférence Française de Scoutisme (French Conference on Scouting) which has about 35,000 members and is divided into 3 associations and then there is an estimated 50 local organizations.

So there is not just one organization in France and there is not just one uniform, even if they do give them names.

No. Scouts shake with their left hand, the one closest to the heart, as a sign of unity and camaraderie. They do not need to be in uniform to express this.

Who can wear the purple scout badge?

It is not really a badge (at least not one that is earned). It is the symbol of international scouting and is worn to express unity with scouts all over the world. It is part of the standard uniform of Cub Scouts, Webelos, Boy Scouts, and Venture Scouts and so worn by all of them. It is not part of the uniform for Sea Scouts or Girl Scouts.

What items from cub scouts pass on to Boy Scouts?

The Arrow Of Light is the only Cub Scout award that can be worn on the Boy Scout uniform. Religious knots that are earned as Cub Scouts can also be worn on the Boy Scout uniform but they are actually awarded through the churches in cooperation with the scouts and so not really official scout badges.

Yes a boy could wear a Girl Scout uniform. In fact, in some countries Boy Scouts and Girl Guides/Girl Scouts are members of the same organizations and wear the same uniform. In the USA, a boy wold be able to fit into a Girl Scout uniform. However, he still would not be a member of Girl Scouts of the USA. For ages under 18, only females can be members of GSUSA.
