One definition of 'pastor' is

1. A Christian minister or priest having spiritual charge over a congregation or other group.

2. A layperson having spiritual charge over a person or group.

3. A shepherd.

Witnesses have a group of men called 'elders'(plural) in each congregation. All are of equal standing. But we do not address them as 'Elder So-&-So". We call each other: Brother or Sister; due to our equality towards each other. Some are 'older' brothers; some are 'younger' brothers.

She might not BE a co-pastor. She might not enter into the activities of a church that a pastor does, and her practices and habits could be entirely different from that of the pastor.
