If you are at a public place always use "public". If you are at home and planing to share some information from your laptop locally use "home", if you are not planing to share anything use "public".
It depends if you have public internet in your area or an unsecured network.

I have an Ipod Touch my self and it is very easy to join a wireless network. First go to settings and choose the wi-fi option. On it you will see a option that allows you to turn wi-fi on and off. Once you make certain that it's on look under and you will notice it says choose a network. All you have to do now is pick a network without a lock(it is locked if it has a picture of a lock next to it) or choose a locked network that you know the password to. Personally, I recommend only using familiar networks or networks from public places like restaurants, airports, cafes,etc.
make sure you have wireless internet at home using a router, or you can go to some local hotspot or public network

The wire, and the security which comes with the wire, or the security requirements that come from the absence of a wire: A wired network is considered a private network, in the sense that the network owner can generally grant or deny physical access to this network. For example, the wired network inside my house is only accessible to those people inside my house. However, a wireless network not only has no wire, it also implements a public or shared media.
