• If something requires specific education and experience, then you cannot simply use one for both criteria since they are not equivalent: being taught how to do something is notthe same as knowing how to do it.
• If something requires experience and not specific education, then you need experience: otherwise they would state a requirement of education, and you're back to the first stage, because:
• If they don't need experience, then why would you worry about trying to show that you have it?

You need both to be successful. They go hand in hand. Most employers desire at least a bachelor's degree coupled with a minimum of two years of experience working in your particular field. These are just the minimum requirements, however. Desired range of experience and education differ greatly depending on the field you wish to work in as well as the position you seek.
