second, put the vehicle in neutral,

third, VERY SLOWLY pull up on the E-brake- as in one click at a time

If you're coming up on traffic, you may have to dump it in the grass or slide on a barrier to bleed off speed, you may wreck your car doing this, but it's better than going 45+ to 0 into the back of someone

ANS2:Do not shift to neutral. Shift to low gear. In a car with a standard transmission, you may not be able to go directly to first gear, work down through the gears. If you down-shift, your engine will provide braking.

Pump the brake pedal, you may get some braking back.
