(you should have little electricity thingies around you) then, jump on the nearest balloon and land on the painting border. Next, you should reach the fish tank under the painting. Push the fish food to the left edge and then turn the filter off and enter the fish tank. The fish should be busy eating. Swim to the bottom and get the key. The key is the key to the girl(I forgot her name)'s diary.
