Go left to the entrance to the Cemetery, and talk to the young guy looking for his uncle's grave. Get the information and go to look up the site at the obituary archives at the Hemlock Herald (go down to the basement). Look up the grave site, then return to the Cemetery. The guy gives you his room key for the Inn (room 2B).

The prison is in the bay to the left of the Inn and haunted mansion. You can see it from the telescope in the mansion, but you cannot go there until you have a boat. Using the Inn key from the guy in the cemetery gets you the room key in the Inn, and sleeping there lets you get a violin. Use the violin and climb to the house to see the Woman in the Window. She will send you to get ghost-hunting equipment. Using it at the cemetery (lot A) lets you photograph the Cemetery Spectre, and selling the photo gets you $50 to deposit at the bank. The ship (Kestrel) will then appear at the Inn's cove when you are reading the newspaper.
