Go to the general store and buy a sports drink with the 5 dollars you got in the tree by the mansions. Then you give the sports drink to the gardener by the mansions. He will give you shears in return. Go to Cliff Park and help people. (Give the hang glider a push and use the shears to cut the hot air balloon.) When you cut the hot air balloon, he will give you a nylon rope. Take the rope to the kitty kites store and get the kite. (I think it's the X20 kite). Fly the kite at Cliff Park...and things will happen.
