Once you successfully use the Chameleon Suit to rescue the first spy, you can use the Laser pen to rescue the second spy, who is in the attic of the electrified building on Toupee Terrace. You have to climb up past the windows, and use the laser pen to cut the bars on the attic window. (see related questions)
