To find him, you must first obtain either 50 or 80 Pokemon in your pokedex (not sure which and I'm not spending another 12 hours playing it all the way through on a restart lol) then defeat the Elite Four. When you come back home, Professor Oak will be waiting for you outside your house and pretty much tell you how to get to him, via the docks of Vermilion City, and give you a pass to travel there.

you don't use the machine if you gave the ruby and sapphire already just go up the esculator at any Pokemon center and use the GBA link cable to trade with ruby and sapphire, must have national dex. Note: to trade with emerald you need a wireless adapter for both systems and go up the esculator at any Pokemon center and go to the direct corner (far right) and choose trade center and there you go.

Once you do, they'll leave and you go inside and keep following the path. You'll find the Ruby a little ways inside. After you give the Ruby to Celios, he will ask you for a big favor and will tell you he needs another gemstone to go with the Ruby. It is somewhere on the other Seveii Islands. Celios will give you a rainbow pass so you can go to the other islands. go to six island and go to ruin valley. go up 2 the door of the dotted hole and use cut. go indise and drop down the hole. then go on the up hole, then the right hole, then the down hole, then the left hole. in that room is the sapphire u need to give 2 celio. try to take the sapphire but a scientist will drop in and take it. this isn't so bad, becuz he says he's going to the team rocket warehouse on island 5 and he gives u the second password! go to island 5 and go right, then down, then left, then up. figure out the puzzle that the game gives u, which is transporting arrows. now its time 2 go 2 that scientist and get the sapphire now, right? wrong! there r some team rocket admins in the way. 2 to be exact. but don't be so sure ur gonna win, theyre really strong! when u get past them u can battle that scientist that took ur sapphire. his Pokemon r weak so its almost a guarentueed win. he will then give u the sapphire. take the sapphire 2 celio back on island 1. now the last step 2 beating the game is catching every Pokemon in kanto, the 4 extra islands, and since celios machine lets u trade with hoenn games, all the Pokemon in hoenn. once u do that u can go 2 the game designer group in celadon city and talk 2 the guy that wants u 2 get the pokedex filled. u might as well start a nw game now cuz theres nothing left 2 do.

(If you already have the ruby) Go to 4 island and go right as far as you can,down the stairs, surf over the water and go into the cave. Go into the cave entrance to the left of the waterfall, walk across the ice then go up and left. Do not yet step on a spot of ice twice or you will fall through. Then fall through the ice farthest up, go up the ladder and fall through the ice farthest down. You will be on ice next to some rocks. Next, slide up then right then down then left then down and go up the ladder. Get the item (hm07 waterfall), teach waterfall to a pokemon. Go back to where the waterfall is and go up it. Go up and fight the rocket person, then leave. Go to 6 island and use cut on the door of dotted hole. Go up and drop through the hole, then drop through the top hole, left hole, right hole, and bottom hole. Get the sapphire and a scientist will steal it. Go to 5 island and get to the rocket warehouse. Take the warp panels to the left, then step left to go up, do the battle then go right and take the down panels on the left, walk up and do the battle then take the panels on the left in the middle, then walk up avoiding the panels, get the item off of the table and use either the middle panel or the right panel. Walk down and use the panels pointing right, battle the rockit person and she will change the panels so you can get back to there, go heal then use the up panels and fight the leader there, everyone will leave exept for the scientist who took the sapphire, battle him and you'll get the sapphire.
