The candles are used to light the chandeliers by carrying flame from the fireplace, or from another chandelier. You can use the ladder to reach the top of the left bookcase and light the first chandelier there.
After all of the chandeleiers are lighted, pick up the glass eye from the floor and place it in the stuffed tiger's head. You get the key to the armory. Inside, you will fire the cannon three times, each time loading a cannonball and bringing a lit candle from the great hall to fire it off.
