After you use the thermal goggles inside the club, go back outside and go to the small ledge at the upper right side of the club. You can get there by using the Fan (point it downward and you can fly!) -- or by jumping across from one of the ad-games that appear there. Use the screwdriver to open the door the same way as on the breaker box at the Factory.
