Well it really matters on how you feel about him......if you feel a strong connection but don't feel like it is nessacary to say I love you yet then say I have really strong feelings for you too <3. And if they ask you why didn't you say it back......say I'll say it when I'm ready. And then after that you see if they are fine with you waiting or if they get angry. If they are fine then they might actually love you but if the are angry then they don't truly love you enough realize that you just aren't ready yet to say I love you.
