Children do not make any better decisions in general than we--their parents--made when we were their ages. It is the responsibility of the parent to help their children to make good choices, and to let them "fall down" when they make poor ones. We did it when they learned to walk, and we continue to do it until they become self-sufficient.

If the child is a minor, remove privileges. This is a life lesson. School is a necessity, and the child must learn that failing to apply himself to education will result in the loss of something dear to him.

While it might sound harsh, the most effective motivation I found to help my children make the right decisions was to ground them from electricity. They were not permitted anything other than a light in their room (I turned off the breaker serving their room and installed a breaker lock to prevent them from turning it back on). I encouraged them to read or write when they complained about being bored. *The longest they held out was two days. Kids are smart, and they learn fast that privileges are their pay for doing what they should and what is in their best interest.

If the child is in college and still lives in your home, treat him as a tenant--charge rent, charge for groceries and other incidentals, and charge for utilities. If they do not go to school, they work and pay their way just as everyone else must do. Now how they pay rent is negotiable. I offered the choice of cash or chores. My son chose to pay cash (which I saved and applied to his tuition when he changed his mind and returned to school).

It isn't our place to make life difficult for our kids, quite the contrary; but, it is our obligation to help them learn. If they choose to learn the easy way, great. If they choose to learn the hard way, well, it is their choice. We have to let them make their own decisions eventually.
