After you have taken the first photo back to Mews, return to Loch Ness and confront the rowboat operator who hoaxed you. He will leave the boat. Go to the Pub, win a submarine ticket, and get a photo at the bottom of the Loch. When you show it at the Pub, it is also a fake, but you can get a pennywhistle from the bartender. Take the rowboat out alone, and go far left to the lagoon to summon Nessie.
