It depends on what's holding you back. Sometimes things that have nothing to do with having a relationship with the other person can hold us back and sometimes there is nothing that can be done about it, at least temporarily. If you really love that person and want to be with him or her all you can do is work on whatever it is holding you back and at some point hopefully you can have the relationship you want. If you really love that person, do not give up.
