Hotmail:
Select the email.
Click 'Mark As' on the top of the toolbar.
Click "Phishing Scam".
It will now be removed from your inbox, the address will be blocked and the email reported to the Hotmail Security Department.
The same process applies for every other email client.
Never answer the email. If you have answered it - contact your local law enforcement quickly.
Report it to the authorities. Which authorities depends on how, precisely, you were scammed.
You almost certainly are just out whatever you lost, though, so you might as well just accept that straight off the bat.

As long as you have money you can be scammed regardless of paypal. You can type in visa, mastercard, moneybrokers, bitcoin, paypal and so on "scammed" into Google and you will find people. You just need to make sure that you are not a victim. If it doesn't sound right then it probably isn't. Research, research, research. And of course ask questions. Hope that helps.

Um, Simple-If you Don't get anything back,you have been scammed, or if there is some "problem" with you're shipment you're scammed. Best thing to do before you purchase, go online and look up and test their contact info. For example: if the "business" email is whoever@buythis.com then email that address and ask about the product, but also call the phone number and ask. then ask about return policies. -Glad to Help, Nick-
