Disassemble it as much as possible; remove the battery, SIM card, micro SD card, case/cover. Cover all of the parts in dry, uncooked instant rice and leave it there for at least 24 hours. You can remove it then and reassemble it to test. If it is acting funny, disassemble it again and cover it with rice again for another 24 hours.
If it continues to work poorly, or does not work properly or at all, you may have to take it to a phone repair shop, or replace it.
