Once you have picked up the bowl, filled it with milk, and returned it to the farmhouse, you can climb the cord to the bathroom upstairs. Press one of the faucets in the shower to chase out the cat. Then click on the cat a couple of times to chase it around. It will go downstairs and drink the milk, and then will follow you to the Surplus store where it belongs.
