First, you have to beat all the Dim Sun minions, then find a Pokemon with 2 cut, and use it to cut the fence in front of the cave at the north part of the highlands. Then Skarmory will come out, and you have to find it in that thick fog. You can find it on the west side of the highland. Capture it and use its defog to blow away all the black fog.
