I managed to solve this one accidentally while plumbing through Wonder Woman lore. The character was called the Empress of The Silver Snake, she was a Space Alien and seemed to be styled like many ( a tendency going back to Flash Gordon, Terry and Pirates, etc) Oriental in her features. She is also called Astarte who was an ancient Goddess- but quite different than this villainous, trouble making alien lass.
