Since alcohol is a legal drug, people cannot be prevented from consuming it. This issue is, how was this staff member's work affected? If this person failed to do his or her job in a competent manner, then that is a legitimate complaint. The normal process of progressive discipline would apply. But alcohol is not the issue, only work performance can be judged.
