I would fill up th bathtub real quick and then put the fish in it and I would hurry up and fill he tank up with water then put the fish and stuff in it

An aquarium is usually filled to the top with water as it houses fish. A reptile tank is never filled with water because it houses reptiles.
It is a tank that will hold one gallon of water when filled to the brim. No tank is ever filled to the brim so the tank will never actually hold a gallon of water. It is not large enough to properly house any fish.

That depends on the weight of the fish as compared to the weight of the water their bodies displace. If it's a heavy, dense fish, then the tank with the fish would weigh more. If it's a light, less dense fish, then the tank with water only would weigh more. This assumes that the water displaced has been removed from the tank, right? If you are adding the fish to the water then I think it should increase the weight regardless of the density of your fish. The question then might be, does the fish weigh less when it is swimming than it would on a dry scale?
If a fish tank is filled completely, then anything added to the tank will cause it to overflow, and any disturbance, which might result from the vibrations of a passing truck, will cause it to overflow; in addition, there is an increased risk that some foolish fish might leap out of the tank.

If your tank is filled to the brim it will be holding 3.5 Gallons of water. If it is filled to within 1 inch of the top as is normal, the tank will have less than 3 gallons of water in it. The basic rules for keeping fish successfully are :- 1 inch of fish needs a minimum of 1 gallon of water. :- Every tank needs a permanently running cycled filter. :- Every tank need at least 50% of its water changed every week. Follow and keep to the above rules and your fish stand a chance of survival. Fail to keep them and I can guarantee that your fish will be constantly getting ill and maybe dying.
