You need the Fingerprint from the Bistro to unlock the door at the satellite control center. Pass it in front of the sensor and the door will open.

When you save the third spy, you get the special googles to see the lasers and avoid them. There are also lasers on the building where a spy is held. To get around the lasers on the rooftops, go left to the red building and use the grapple bowtie to come back right. (There is a helpful spy who suggests this.) To get past the lasers at the B.A.D. ground station, you need the Ultra Vision Goggles, which you can only get by rescuing the third spy (via the rooftop mentioned above). To beat the hideout, you also need a fingerprint from the B.A.D. Bistro agent.
