No, you legally should NOT move until the flashers stop and if there is a stop sign on the bus that it has been retracted. It doesn't matter if a bus driver flags you to go... or signals you to go. If those flashers are red or orange---keep your foot solidly on the brake. Go when the flashers and stop-sign end, AND you can see no other dangers, like a kid in the roadway.

In nearly all jurisdictions you are required by law to stop a reasonable distance before you reach the back of the bus (if you are approaching from the rear) or before you draw even with the front of the bus (if you are approaching from the front. Wait patiently until the red lights are no longer flashing and then proceed. A word of warning though. Stopped school buses may have just let children off the bus and said children are prone to running across the road without looking, so watch for children AFTER the bus starts moving. It may be legal to proceed, but if you hit some kid, that will be of little consolation (even if it isn't otherwise your fault).

No.Added: The laws regarding stoipped school buses are in effect no matter where the bus is operating. In fact they are pretty much universal throughout the entire US, and you can readily assume that when you see one stopped with lights flashing you must stop, wherever you are.

The red ring of death represents hardware falure. contact xbox if you see any red lights on your xbox. they are all bad. if you see 3 red flashing lights, that is the red ring of death.
Not if it is a normal school day. Judges don't think kindly of people that speed around kids. And since there are pavement markings, multiple signs and warnings, it's pretty hard to convince them that you didn't see any of them. And what was blocking the lights or signs? A school bus? I had a friend come within inches of death when a car ignored the warning lights.
