Check the fuses. Depending on the vehicle, the vacuum hose that manuevers the hot/cold flap could be kinked(you can simply hear this by moving it back and forth, if you hear it, you're good), have a hole in it or fallen off, this is more likely if it's blowing actual hot air from the heater core, if it's more like normal outside temperature air you just need an a/c recharge, or something could be wrong with the a/c compressor.
it could be the heater core and ac housing unit that allows hot air to be mixed with the cold air or it could just cancel out the cold due to the motion of the car
One thing to do is to check the A/C Relay. Mine wasn't plugged in once and it did that.

most likely your blend door is broken! so ,your getting hot air from the heater with the a/c on. you will need to fix the heat control unit under the glove box .
a fuse could be blowed or your ac needs to be charged.(or both)
